contents and policy highlights of the Implementation Plan
The
implementation plan is divided into eight parts, including general
requirements, six key tasks and safeguard measures. Among them, six key tasks
are deployed for the development of new energy storage in the 14th Five-year
Plan from the key areas of technological innovation, pilot demonstration, scale
development, system and mechanism, policy guarantee and international
cooperation.

General requirements. First, the guiding ideology clearly adheres to the
overall idea of promoting the high-quality and large-scale development of new
energy storage with technological innovation as the endogenous driving force,
market mechanism as the fundamental support and policy environment as the
strong guarantee. Second, the basic principles fully reflect the planning as
the guide, innovation as the drive, market as the dominant, mechanism as the
guarantee, safety as the bottom line of development ideas, clear overall
planning, according to local conditions, innovation leading, demonstration first,
market-oriented, orderly development, based on safety, standardized management
four development principles. Third, in the development goals, more attention
should be paid to fully stimulate the market vitality by supporting technology
and business model innovation, improving the standard system, improving the
policy mechanism and other measures, promoting the construction of
demand-oriented and high-quality large-scale development pattern to give full
play to the value of new energy storage.
